The Electricity at Work Regulations (1989) is an Act of Parliament and is therefore the law. Employers, employees and the self employed are by definition of this Act "duty holders" and required to comply with these regulations set out in this act.
In addition to the Electricity at Work Regulations (1989) there are other laws that concern the safety of electrical appliances. The Health and Safety Act (1974) puts the duty of care upon both employer and employee to ensure the safety of all persons using the work premises.
Therefore, it is your legal responsibility to comply with these regulations by assisting in the maintenance of Portable Appliances.
